"Einheitlicher Bewertungsmaßstab" (EBM) is a directory in which the billing of outpatient contract medical care in statutory health insurance is regulated.

The inclusion of new services in the EBM is decided by the assessment committee of the National Association of Statutory Health Insurance Funds, the National Association of Statutory Health Insurance Physicians and, if applicable, the German hospital association (in the case of specialist medical care).

Medical professional associations, medical specialist societies, manufacturer associations and supporting organizations of the evaluation committee are entitled to apply. The duration of the procedure is up to 30 months.
